PERAN PENELITI DALAM PERENCANAAN KOTA DI INDONESIA PASCA REFORMASI

Sejak otonomi daerah diterapkan pasca reformasi tahun 1998, pemerintah daerah di Indonesia memiliki kewenangan untuk menyusun perencanaan tata ruang di daerahnya masing-masing. Menyusun sebuah rencana tata ruang yang kontekstual menjadi salah satu agenda utama desentralisasi kewenangan tersebut. Namun, melalui penelitian yang menggunakan pendekatan fenomenologis diketahui bahwa cita-cita reformasi tersebut tidak serta merta dapat terwujud. Intervensi kepentingan, keterbatasan anggaran dan waktu, keterbatasan data, kompleksitas birokrasi dan lemahnya kualitas aparatur pemerintah, menjadi tantangan yang harus dihadapi. Seorang perencana kota tidak saja dituntut menguasai prinsip-prinsip perencanaan tata ruang yang baik, tapi mereka juga harus memiliki kemampuan bernegosiasi dan mengedukasi para pemangku kebijakan di daerah. Penelitian ini menunjukkan bahwa seorang peneliti dapat berperan lebih baik sebagai perencana kota dibanding perencana profesional dalam merumuskan rencana kota yang lebih kontekstual.References
